ALBANY—The State Senate on Wednesday passed legislation establishing new requirements for colleges and universities for the prevention and handling of sexual assaults on campus.
Lieutenant Governor Kathy Hochul, who has traveled the state for months promoting the legislation, made a rare appearance on the Senate floor to preside as lawmakers took up the bill. They approved it, 63-0, without debate.
Senate higher education committee chair Kenneth LaValle, a Long Island Republican, said the most difficult aspect of the bill to negotiate was the exact definition of “affirmative consent,” a new “yes means yes” standard.
