Cuomo signs new sex-assault policies into law @GannettAlbany @DandC

All public and private colleges in New York will have to implement new policies to address sexual assaults on campuses after Gov. Andrew Cuomo signed a bill into law Tuesday.

The law adds a statewide definition of affirmative consent on college campuses as a way to protect victims, as well as new safeguards to help ensure crimes are reported and handled by police.

Cuomo, who championed the "Enough is Enough" campaign, said colleges for too long had brushed aside complaints by women of sexual assaults on campuses. Cuomo and legislative leaders announced an agreement June 16 on the measure.

"First it says we admit the problem," Cuomo, who will have three daughters in college this fall, said Tuesday at a bill signing at New York University in Manhattan. "We're ashamed of it, but we admit the problem – and that's the first step toward solving the problem. And then we passed the law that is the most aggressive law in the United States of America."

The version of the regulations are already on the books at the state's public colleges and universities, but it will now be required for private schools. They will have 90 days to put the regulations into effect and one year to gather statistics on crimes and complaints.
